Paul spent ten years in Local Government before becoming director of consultancy at Psec in 1992. Two years later he was appointed regional director of the Symonds Group and in 1999 he joined the business support division of Dalkia Workplace Services. 

A year later, in 2000, he was promoted to commercial operations director at Dalkia, a role he held until December 2000. At the end of 2001 he was appointed managing director of WS Atkins Corporate & Retail Services, where he was responsible for driving forward a major change management programme, designed to refocus the business.

In January 2003 Paul joined MITIE Group as an equity investor and managing director of the MITIE Managed Services (South West & Wales) subsidiary.
